This is the use of the term that I was familiar with. It was definitely in use back when I was in university. It was a sexist term, in that I never heard it used about a guy. It was for any woman who was seen walking around during morning time, while still wearing (but looking a bit worse for wear) the clothes she had been wearing when she went out clubbing the night before.
The most obvious conclusion jumped to was that she had scored someone the night before and was only now returning home. It was a "walk of shame" purely because she probably wouldn't have wanted people to know what she had been up to.
