Florida has or used to have a law that said sex organs couldn't be exposed in public. Over time this got interpreted by the courts to mean the whole of the sex organ, which meant penises were forbidden but vaginas, being inside, could never be fully exposed.
Source: A Rumrunners video years back where the host patiently explains this to a girl who wanted to blow him on stage. I think he actually lets her do it but with his back to the audience.
