That's been my experience as well.
And it makes sense. When you're going to spend the entire day completely naked; socializing, doing activities and sunbathing - every time you go to a resort - you're eventually going to acclimate being seen naked in a variety of ways and levels of exposure. Comfort levels will still vary, of course; but by and large most people will "own it."

The C/O resort, by allowing coverage whenever one feels like it, allows people to "pick and choose" how, when and where they will or won't be seen naked. Thereby allowing people to retain their modesty.

My wife started out at C/O resorts; and back then if I'd told her that she'd eventually spend all her time completely naked, and that she'd be seen by pretty much everyone in various levels of exposure, she'd laugh or tell me to f off. Yet; she is now so used to it that she has no interest in going back to C/O resorts.

"Nude mandatory" resorts will have "more exposed" people there just because they've acclimated to not being so modest.
