I wondered the same thing myself, but let's look at this objectively. Once you've gotten to the point of tattooing a swastika on your body (especially one that big & in such a prominent place), you've gone straight from merely being a "sympathizer" to a full-on 100% "Hitler dindu nuffin' rong" Nazi. Considering how big that thing is & where it's located, I'd say he's doing his best to channel Ed Norton's character in American History X.
Another thing to consider: context clues in the image suggest they were taken in Italy. Not sure if you've been paying attention, but last year Italy elected their first openly fascist leader since Il Duce (or as I call him, El Douche). So if these were taken recently, it's probably because he feels comfortable being open with his political views.

Surely you
do realize that those two things are not mutually exclusive. It is entirely possible to have a one piece swimsuit cut in such a way to have ties on the sides of the top portion.
