Where I live, women could always go topless in the city, and one woman fought with the Parks council to also allow toplessness in the city parks. They passed it unanimously. However, I have never seen even one woman go topless in the city or the parks ever in my lifetime, probably because the harassment from other moms and women wouldn't be worth it. That being said, the woman who fought for topless rights in the parks meets with a news station every summer and rides her bike topless while on camera (censored, of course) to remind everyone that being topless is legal.
I used to live in Ohio where being topless has always been legal (as far as I know), but no one goes topless there, either. However, I noticed that a lot of private lakes and pools have signs saying "this pool is private, female toplessness is NOT allowed!" Even at the local Y in the family locker rooms it would say "this is private property, women must wear tops!" so perhaps it is known that women are allowed topless in public, so they make sure to distinguish private property and rules. Oh, we did have a neighbor in Ohio who would sunbathe topless. She was in her 60s and severely overweight, but I would still wave at her and I was impressed by her confidence.
