Yes, I think it's a subtle set of factors in play. The same location can have a great run of spots one day, then nothing on another day. Weather is definitely a key factor: you want it sunny and still, but not so hot that people are covering up and flaking out. But there clearly are times when the right kind of people are on the beach and feel comfortable enough to push the boat out, and times when they aren't and don't.
