It's a Latin American initiation thing where the new graduate gets their clothes cut up and paint, flour, etc thrown on them.

The short no-budget movie "Sandbagger" isn't strictly an initiation, but the protagonist dreams about it and also about walking into the room where a bunch of her friends are naked and tells her roommate, and the roomie makes it happen for her.
