PMs are something I only use on rare occasions, but I consider it a good option to have available, sometimes.

My question:
I've learned of one forum user who appears to have no settings available regarding 'Private Messaging' options (allow/dis-allow, for example) in his OCC Control Panel. What might be the reason for this state of affairs?
