No, not Sapphire. Moorea. I've been to both. I actually didn't like Sapphire very much. The girls getting topless tend to be the strippers who work at the club. "Regular" women get gawked at by the different guys in the bachelor parties who go there so they are far more reluctant to strip down.
Also, I don't care about seeing strippers topless. I can see that any time. I want to see the "regular" women who are acting a little more naughty than usual.
Moorea, on the other hand, is far more laid back. Mostly couples, sometimes bachelorette parties. Every so often you might get a few random guys, but they are in the minority.
As far as the best time to go, Moorea opens at 11 am and closes around 6 (I think). It can be dead on both the early and later side. Best time--i.e., maximum toplessness--seems to be around 2-3. At that point, enough women are topless that even the reluctant ones start thinking "It's okay to get topless, I won't stand out." That said, one guy told me that he has seen things "get really crazy" at closing, but I've not seen that.
