Not risky if it looks accidental. For example, if the skirt is lifted by a backpack. I have seen it several times in streets. She just should act embarrassed if somebody tells her.
And you should not be with her, otherwise it would be strange why you have not warned her. She can walk through town like that for a while and you can watch her from longer distance.
She can try it knickerless, or if you want to be on the safe side, just use thongs.
