When someone wears a bikini at the nude beach, it's fuel for the imagination:
"Ooh...she's got a bikini. I wonder if she'll take it off. Will she take it off by sliding it off while sitting down; or will she be brave and do it standing up? I wonder if she's totally bald or just trimmed? I can't wait to find out!"
When completely naked, all the intel is gathered at first sight and people are then quick to move on. My wife figured this out pretty quickly at the nudist resort and stopped wearing a cover-up when she realized her constant nipslips were providing entertainment for the male attendees.
