RFK stadium in Washington DC. Most likely taken during either the HFStival or the Warped tour in the late 90s/early 00s.
You can tell by the burgandy and gold seats (former home stadium for the NFL team previously known as the Redskins) and the ring of Hall of Fame players between the upper and lower decks. Also, the curvature of the roof line is relatively unique.
