Where I live, this is very commonplace. New stores are like this, and older stores have mostly remodeled to be like this. Stores are realizing that they need fewer changing rooms this way, making them MUCH easier to manage from a shrink point of view and staffing, and they can be more "pc" to boot, even if they don't care about that part as much; they can give the illusion that they care, ha!
Lots of confused people, though, especially when the fitting stalls aren't as private as some people would like them to be. But most people don't really care when it comes down to it, even if you can get peeks here and there.
