Yep, there’s never been a Philly night shot that didn’t have the orange tint of streetlights, or did have that kind of darkened residential neighborhood in the background. None that I’ve seen, anyway. Though I don’t remember seeing these Portland pics before. Possible source of confusion: some people have called both Philly and Portland’s rides “PNBR” in the past.
