Meaning: To secure a rope by winding on a pin or cleat for holding an object in place! Otherwise a rope to hold mostly women in place for sexual pleasures, pain doesn't have to be an issue!
Example: This willing wife was belayed on deck so that all the guest would be able to view her in all that natural condition!
