My neighbor did this once. The other neighbors were having a party with their friends, and they were loud, smoking who-knows-what, being obnoxious (especially acting like college kids but they were all in their mid-40s with families), etc.
A few of us neighbors were having our own get-together on the patio. We were the more reserved neighbors, for the most part.
Anyway, at like 1am, we were wondering how to get the neighbors to quiet down without calling the cops. My one particular neighbor was wearing a tank top and obviously without a bra. I told her to go over and ask for a hot dog (they were grilling again after midnight) and see if they will talk to her so she can quiet them down. Then I said, "If that doesn't work, flash them and see what they do." I was joking, of course.
So, she went over there, then it got quiet and she came back. I asked where her hot dog was as she didn't have one.
She said, "Oh, I just said if you quiet down, maybe we won't call the cops. So, here is your thank you, and I flashed them."
They were quiet after that. They never had parties anymore, either. They all moved a few months later (they were the only renters on the entire block).
My neighbor never flashed me when I lived there, though. I am still sorta jealous about that...
