Yeah, that's what I noticed at my college's naked run, as well. Whenever a girl "got shy" during the run, she covered up her breasts, and not her vaginal area. I always thought it was odd, as the vagina is so much more intimate and private than the breasts. But I certainly wasn't going to complain, because nothing beat seeing my cute classmates' pussies.
