Spa Zuiver in Amsterdam, which I've been to, was almost ideal for what I'm looking for (lots of indoor/outdoor water elements, unisex everything, no textile area), but I'm not going to Amsterdam.

The best options in belgium are the one close to brussels airport and then grimbergen if you go on a weekend.
