I think it's got something to do with plausible deniability. Most women don't want to get a reputation as a sl*t.

By changing in front of a window or being naked in front of a window they get a chance of exposing themselves to the world while also being able to deny doing it on purpose.

"I didn't notice the curtains were open!"
"I forgot about the curtains!"

My ex-girlfriend was like this. After a shower she would walk back naked to the bedroom. The curtains would still be open. She would just take her time picking clothes from the wardrobe, brushing her hair and drying her hair, while still being naked. I loved it when she did this! But she never admitted doing it on purpose!

I think the same could be said about being topless on a beach.

She would say it's about getting rid of tan lines or that white boobs look weird. But if she's not topless nobody would notice her tan lines or that she has white boobs, right? I think it's just good excuse for being (almost) naked in public without the danger of getting a reputation. Or maybe I'm just too much looking at this from a mans point of view (I don't really care about tan lines or white boobs, but I do like it when she shows off by being almost naked in public). I actually like white boobs, it tells me a girl isn't used to being topless on a beach. It turns me on!
