The examination wasn’t useless though. A female patient presenting with those symptoms should definitely have a gynaecological exam done. A differential diagnosis is ectopic pregnancy, among other things, which could be life threatening. Ideally you should have the proper equipment in place for that exam, but sounds like he tried the best he could under the circumstances.
A bimanual examination, where you insert one or two fingers into the vagina while pressing down on the abdomen with the other hand can reveal localised intraabdominal inflammation and if present, a more exact localisation. If not present, the risk of more severe conditions can be ruled less likely, and the patient can be triaged more precisely.
Next step would be to perform a CT scan to look for the exact cause of the problem, in this case a kidney stone, but the urgency and more precise nature of the further diagnostics needs to be assessed first.
If he did it properly or not is hard to say, but actually doing it would be totally correct in such a case.
