Apparently from the morning after an outdoor music show or festival of some sort in Germany. They illustrate well the common German attitude - these people probably would not call themselves nudists; they just get naked in mixed company if the situation calls for it.

It is a cultural matter.
Here in Italy nobody would do things like this, we are very ashamed of being nude with other people, even if they are relatives (beside partner and young children). That is why in the sauna you can not stay nude, except some, rare, situations.
On the beaches also topless has become rather sporadic, after few years of faint diffusion (in Italy it has never been much widespread).
