I am curious, too. I had a friend who was there in the late 80s and said there were 1000s of naked people, including people with those absolutely enormous video cameras taking videos.
I had a former in-law go in the late 90s, and she said it was pretty crowded, but not like she remembered from previous visits.
I have a friend who went JUST before covid and said it was a complete ghost town, not a single nude or topless person, so she herself decided not to go topless or nude.
She had promised me photos, so I was definitely more bummed than her!
