It depends on the situation and context. If it's casual, accidental or artistic, like being topless/naked on a beach or posing in the nude for an art class; yes, definitely. Especially if she is the only one, or one of the few, topless/naked. But if the art class only consists of guys (like in a bachelor party), or if she wants to strip on stage, or walk around naked in some city... No fucking way!
