Not that long ago, either. They were still doing it in the '80's and' 90's. I think I did a thread on fun-house upskirts a few years back (or at least I posted a bunch of photos in one of the upskirt threads). I personally saw it happen at a local carnival in the late '70's. The girls should have been tipped off by the crowd waiting at the exit.
