My wife is the same, far more uninhibited on a vacation far away.
We like people watching together. The perfect places are busy corners where there's a lounge or pub. I'll point out guys that are her type and she points out cleavage.
Another fun vacation game is the groping. If someone spots it, no big deal. Handsy in a cab or Uber is easier.
I also find that if you are vacationing with other couples, the flirting between ramps up. Same reasons.
