The problem is most posters don't have the time to spend hours browsing to see if a certain pic has been posted. I know what you mean, but in a forum like this that is a huge request for most people. I know some people who even post pics they already posted a couple times. It happens and I think the mods are wise to leave it alone unless it's really obvious.
I'm not worried about it because I never post the same picture twice.
