Well this is an old trick TV trick that comes very close to the definition of "costume underwear"--- full coverage panties worn OVER pantyhose--- the illusion that you're seeing something illicit when you're really not.
So I guess the argument that could be made is that the girl is not REALLY showing her undies-- that's concealed under the "costume underwear"...
You saw a lot of this on television back in the day-- Three's Company", a few times on "Laverne & Shirley", the old "Logan's Run tv show..."Star Trek" TOS of course. ... and we still see it used today.
