I had a girlfriend in my 20's that liked to sunbathe topless and so she would always make a beeline for areas of the pool/beach where others were already topless... or and this was my favourite thing... she would have a tendency to meet other couples in a bar or restaurant on holiday and agree to meet them at the beach etc. and when we would get there if the other couple seems open to it would just strip off and if they were shy she would get them engrossed in conversation then ask the other girl if they minded if she went topless. It invariably ended up in either relaxed semi nudity or a bit of ENF. I don't remember anyone not doing it though.
