ROD-005 from Soft On Demand UPC 4971218709534 #01A6107. It was released some 20 years ago. It takes place in a Japanese DMV office. It's a multi angle DVD-- meaning there's common scenes that were all filmed the exact same way...clothed, pantyhose/underwear, and nude. You just press the angle button on your remote to switch between the views. These common scenes all tied in to the typical porn scenes which you couldn't change.
