I have seen that sometimes in the upstairs sauna section of Caracalla in Baden Baden.
As you climb up the staircase from the textile section, there is a large sign in several languages saying that that is a nude area, and there are shelves right there for you to leave your swimsuit. Germans know that you’re supposed to get naked right there and then wear a robe or a towel.
However, on several occasions I have seen French girls (the border is not far away) strip off their bikinis and walk around fully nude. I guess that they were used to naturist resorts in France and just assumed that it was a similar environment.
In Caracalla, I have never noticed anyone from the staff ask them to cover up. I have seen a pretty French girl get a beer at the sauna section’s bar completely nude, without anyone complaining. It is true that it’s not a real restaurant area, just a bar for drinks.
Such girls tend not to stay long upstairs because without a towel, they can’t use the saunas - only the hot baths and the steam bath.
