I have seen that sometimes in the upstairs sauna section of Caracalla in Baden Baden.

In Caracalla, I have never noticed anyone from the staff ask them to cover up. I have seen a pretty French girl get a beer at the sauna section’s bar completely nude, without anyone complaining. It is true that it’s not a real restaurant area, just a bar for drinks.

Such girls tend not to stay long upstairs because without a towel, they can’t use the saunas - only the hot baths and the steam bath.
