Only place that comes to mind is Cap d'Agde ... or at least certain sections of it.
Other places will be local beaches and dunes, known for "certain activities" by locals. So it's only a matter of finding the right locals
So far we have only visited family nude beaches. So no encouragement of boners, but they do happen. In those cases guys try to be discreet about it ... but I do know for a fact that most ladies will not turn their eyes away when they see an erection.
