This seems to be another EUF-ish moment in the film. It looks like the guy is lifting her dress during a gunfight. Possibly as a distraction (?) There is also ANOTHER EUF scene where the male lead points a gun at a maid. She puts her hands up...and her dress, which is kind of short, rises above her stocking tops/underwear (a common Benny Hill gag). There's also a windy upskirt (see last photo).
