I went to TV Tropes.org to see about the film.
It mentions nothing about fan service or a dress ripping scene and the site is usually very good and diligent about calling that out.
I did find a copy of the film over on E Bay for sale-- $16.99 for the DVD. I'm interested but not THAT interested if you follow me...
