A few years ago, there was a FTN event where I live, but only about 5 women showed up to go topless, one support husband, and a teenager. There were two cops there for crowd control with no crowd to control, and it lasted about 45 minutes. No chanting, no cameras, no gawking, nothing. No one cared. There hasn't been a FTN even here ever since. (I knew one of the 5 topless women who told me all about it with sadness on her face.)
Women have always been able to go topless where I live, and the local news "reminds" people every summer that it is okay, but I personally have never seen a single woman topless other than on a news segment where she was blurred out anyway, and there are far too many conservative, Scandinavian Karens around to make it comfortable even though it's legal.
What really shocked me is that my best female friend who is always talking about top-freedom didn't even bother going to the one and only FTN event.
I know that legal toplessness is always talked about regarding NYC, and I have "heard" that some parts of Central Park have topless women regularly, but I have only been there in winter, so I have never seen it for myself.
(P.S. Same for WNBR here...they had an event planned one year way back when it all started, we ended up having severe weather that morning, so it was cancelled and the cops refused to escort the group of 8 people who showed up, and there was never a WNBR event here ever since.)
