I don't know if that has always been the case, especially when cheerleaders wore much longer skirts and weren't doing as much gymnast type stuff on the field. Someone more knowledgeable about the history of cheerleading would probably know when spanks became a normal part of the uniform.

I would probably say mid to late 1960's-- that's when cheerleader skirts started getting progressively shorter. It's interesting, though-- because some people still consider them panties even though they know better. Like the "Star Trek" mini dresses from TOS-- the women wore spanks or bloomers but to this day many people view them as panties.
Or consider the Japanese PE schoolgirl uniform-- that was the norm until the mid 1990's. Supposedly, many girls hated them because they were so tight and revealing-- because the spanks were worn by themselves-- no skirt and in a variety of colors. They said it was like running around in just their panties-- guys loved it...
