Yes, there are plenty of opportunities to be naked on the beach close to Copenhagen. Danmark has very liberated laws and I you can be nude on any beach, but I will recommend going to a beach dedicated to Naturism. Bellevue (nude in Northern part) is the most famous beach in Copenhagen, easily accessible with S-train. Very crowded on beautiful summer days, but interesting

Sweden have also many Naturist beaches, but Swedish law is stricter than Danish law.
The only place in Scandinavia where there is a spa simular to a Dutch or German spa is in Oslo Norway (google "Scandinavia’s largest spa and bath house"). I don't know if it worth visiting, so check Tripadvisor and other reviews.
