The title is "Do Not Disturb," an episode (but basically a stand-alone story) from the BBC2 series "Screen Two." Frances Barber is the FB, EH(?) is actually Elaine Ford:
"Do Not Disturb (BBC2/1991) - Rear nudity then full frontal nudity wading in the Norfolk sea fairly far out although still relatively shallow as her boyfriend Nicholas Hart (Stefan Schwartz) watches her from a hilltop and she looks back at him - she is seen at a distance as he turns away to take off his shirt preparing to join her but then when he looks back she has disappeared and subsequently discovered drowned - seen as Nicholas retells the tragic occurrence to tour guide Jenny Coldfield (Frances Barber) whilst they are visiting that same stretch of coast on a literary tour."
