Not public but
I've done this but not in public places. I've left a topless photo of my wife propped up on a shelve in our bedroom when we had a housing inspector come to look at the house. My wife was out at the time. He could not of missed seeing it.
Another time I left a photo of her on the bed (topless) when I knew the window cleaner was a few houses away. That time I nearly moved it but I left it there knowing he would be back around later for his money and my wife would answer the door to him.
Neither The window cleaner or the inspector said anything but I know they must have seen them.
