Actually, it's not. It's supposed to suggest a girdle (or rather a garter panty), but Martha's actually wearing a pair of full cut briefs with a garter belt. Animal House was set in 1962. Women's underwear in the early '60's looked like battleship armor. The movie was aimed at late '70's teenagers, so underwear that was 100% accurate to the time period just wasn't going to work (see photos).
