Great move getting two butt plugs and suggesting one for S. Maybe you could suggest that you and L "teach her how to use it"? Then at least she will be naked in your home and it will probably lead to other things.
I guess you are in a dilemma in that it sounds like you maybe want to play around with S a bit more and enjoy the group sex thing but you don't want to risk L getting jealous or feeling like she alone isn't enough in some way? I think you have to take it slow and steady and make sure the interactions with S are fairly occasional and that you are not always the instigator or regularly asking for S to be involved
