It's more and more common. Just this last couple of weeks I've taken four flights with KLM. Nearly all the female cabin crew were wearing trousers. There are still one or two with skirts, but they were knee length. Not the pussy pelmets that seem to have been around years ago.
I guess it's a product of the modern approach of employers not wanting/able to require women to wear clothing that they feel uncomfortable in to work. Uncomfortable in both senses - restrictive to movement and over-sexualised. There's the same trend in the UK in uniforms for office and hotel receptionists, waitresses, etc.
