Depends on what you are used to.
This temperature is probably OK if you are coming from a northern European climate, from where there are many tourists at this time of year.
When I was in southern Spain I noticed that the locals put on clothing when the temperature dropped below about 25C, but the northern Europeans were still naked/swimsuited until about 17-20C. Also depends if the sun is shining and if there is a wind. Women tend to be more temperature sensitive than men. What is the lowest temperature in your house for you be comfortable naked?
If you think about the thickness of swimwear, it will not keep you any warmer than naked skin. Wet/damp swimwear will feel worse than naked skin in colder weather.
The Canaries are on the same latitude as the Sahara desert.
