Well, sure. As a male, if I told a woman that I could see more than intended, I would be slapped for looking in the first place and how dare I say anything. If a woman mentioned it to another woman, then she would get a thank you.
That being said (I shared this story many, many years ago), I once had a co-worker have a middle button unbutton itself, so her lacy bra was being shown to anyone who would stand off to the side a bit, and some dark nipple could be made out. I noticed it right away but I was too scared to say anything because she had an aggressive personality, and I didn't want her to yell at me for looking in the first place.
A few hours later, she came out of the bathroom and told me that her top was unbuttoned, and how could I have not noticed. I told her that I did notice, but I was too scared to say anything.
Her response was, "I wish you would have said something. I flashed probably 100 people this morning. And I don't care if you look there. You can look there all you want. So keep looking at my boobs and say something next time!"
FWIW, many years later, we became really good friends, and I was hanging out with her and her husband at their house. She was wearing a tank top with enormous arm holes without a bra. I, again, was too scared to say what I could see, but her husband said, "Hey, Gnome can see your boobs there, hun," and she said, "You both know that I don't care!" and I got many nice, long peeks at her super perky boobs all afternoon.
