as far as trouble with law enforcement, the worst that would happen would be someone complains and you get pulled over and talked to. In the time it takes to pull over, your wife closes her blouse and there is nothing to the officer to see and write a citation on.
They are not going to write a citation based on what someone else reported they saw, and the only way anything would happen was if the trucker agreed to press charges. That would require the officer to locate and stop you, the truck driver to stop and agree to press charges and fill out a statement, and then go to court to follow up. No trucker is going to take all that time out of their schedule to go after someone who showed them some titties. If they are not driving, they are not making money and all this would take time away from driving.
