I have been to a handful of spas in Germany and the Netherlands and have seen some evidence of couples going beyond the bounds.
Some years ago at The Therme at the Europa Centre in Berlin a couple were all over each other in the indoor pool then followed the "river" that ran from the pool to the outside. It was fairly quiet so I followed at a discrete distance. When I came out they were down one end of the river and were clearly doing the dirty deed with him taking her from behind as she bent over resting on the end wall.
More recently at a bath resort in the Black Forest there were a number of rooms with small baths, suitable for no more than a handful of people. I stuck my head into a couple of these rooms and at least one couple were very closely entangled and making noises and faces which left little doubt as to what they were engaged in.
Other times couples will be in the pools in a "wheelbarrow" type arrangement which, while there may not be any actual penetration, are only a matter of centimetres away.
