I agree with Speedy711. I would be very surprised if it is not in Romania. The flag is a pretty clear one, but the area looks very much like the
Costinești or Vama Veche, although it could be one of the other places between Bulgaria and Mamaia.
I also has an impression that beaches in Spain has less green sea weed. I've been to most of the Mediterrian coast, and some places around the black sea (Vama Veche is one of them), and I can't remember seeing so much green sea weed in Spain.
