You're touching on a real fact. Although it was at a resort where nudity is expected, my wife accompanied me on our first trip with no intention of getting naked herself. But when we got to the pool area she quickly realized that all the other women were naked and she'd be the only one covered up. Not wanting to "stand out", and feeling that "if other women were comfortable being seen naked, she was good enough to be naked too" (competitiveness), she quickly and spontaneously ditched the towel and proceeded naked as we joined the poolside crowd.
But in order to have that "herd effect" (aka "when in Rome..." effect), well you need a "herd." A "one-on-one" situation makes it more difficult because then it's just about the hang-up of "my cousin seeing me naked." Other nude women being around changes the focus from "self-conscious about getting naked" to "self-conscious about staying covered."
