Not much to add to what Treblekane has said other than ages can vary depending on the event as well (at least here in the US... haven't been to a resort in Europe yet to comment). For example, Treblekane's photos are from Laguna del Sol near Sacramento, CA (an excellent resort, btw). They have a couple of events that bring out a younger crowd: Nudestock music festival and Naked Man. We've been to Nudestock and there are a lot of younger people during the event... but it is also very crowded in general.
As far as picture taking, I've seen a few get caught and they are immediately confronted. I've seen one guy have to delete the pictures off his phone and then get thrown out. Again, this is in the US.
