OCC has always been about sharing. For the most part the vast majority of the members who take the time to upload, do share the content. I'm personally not a fan either of private albums, However I can see the appeal if sharing personal pics.
There is also a massive amount of content on here, so the small number of private albums is very little to miss out on.
