It is a naturist custom (for both M & F) to show you are genuinely naturist and partly covering up due to the cold and not "modesty". I think most people want to cover their head, shoulders and chests first to keep warm eg woolen jumpers rather than woolen trousers..

I'm not so sure about this one, I haven't had the same experience as you.
Many European naturist resorts have a custom of dressing for dinner or require clothing in indoor restaurants. I've never seen sexy clothing or "nightwear" worn at these places.
This clothing requirement might be due to being easier to recruit staff?; hygiene: incorrect fear of pubes dropping in buffet, correct fear of edge of towel touching buffet food or knocking something over. Evenings? - it's usually getting cooler by then anyway.
Naked by day, sexy clothing at night is (I am told) associated with places which tolerate swinging rather than pure naturist eg parts of Cap d'Agade.
